ATTENDING COUNCIL MEETINGS AS AN OBSERVER

All council meetings are conducted in a public forum with visitors and guests welcome to attend without prior notice.

 ATTENDING COUNCIL MEETINGS AS A DELEGATE

Any member of the public may apply to the administrator to be added to the agenda of a meeting as a delegate, in order to present information relevant to the administration of municipal business. The application shall be in a written format (letter or e-mail) and shall have been received by the administrator:

  • at least 24 hours prior to the meeting date  to speak to an item already on the agenda, or
  • at least 7 days prior to the meeting date to speak to an item that is not on the agenda, in which case, detailed information of the issue that is to be presented shall be included with the application.
  • when a person wishes to have a communication considered by council, it shall be addressed to council, and:

    (a)  clearly set out the matter in issue and the request; and

    (b)  for written communications, must be printed, typewritten or legibly written, contain the mailing address of the writer and be signed with the name of the writer; or

    (c)   for electronic communication, must contain the name of the writer and both the mailing and electronic address of the writer.

  • a communication received by the administrator which contains or relates to personal information shall be dealt with in accordance with the provisions of The Local Authority Freedom of Information and Protection of Privacy Act.

  • bound documents or studies in support of the delegation’s notice shall, if sufficient copies are provided by the delegation, be circulated to members, but will not be reproduced.

HEARING DELEGATES AT A COUNCIL MEETING

To accommodate delegations and to properly address the issues presented, the following procedure will be followed:

  • delegations speaking before council shall address their remarks to the stated business:

    (a)  Delegations will be limited to speaking only once; and

    (b)  Rebuttal or cross debate with other delegations shall not be permitted.

  • A maximum of ten minutes shall be allotted for each delegation to present his or her position of support or opposition.

  • Where there are numerous delegates taking the same position on a matter, they are encouraged to select a spokesperson to present their views:

    (a)  Delegations are encouraged not to repeat information presented by an earlier delegation.

    (b)  The mayor shall at the conclusion of ten minutes, inform the delegation that the time limit is up.

    (c)   Only upon a motion to extend the ten minute limitation adopted by a majority of members shall the ten minute limit be extended.

    (d)  Delegations will not be permitted to assume any unused time allocated to another delegation.

  • Upon the completion of a presentation to council by a delegation, any discourse between members and the delegation shall be limited to members asking questions for clarification and obtaining additional, relevant information only:

  • Members shall not enter into debate with the delegation respecting the presentation;

  • Following review of all requests, council reserve the right to limit the number of delegations and the time for each presentation. The decision of council will be forwarded to each delegation.

  • Council will reserve the right to respond to the issues presented immediately following the presentation, at a later time of the meeting or at a future meeting.

MINUTES

Minutes of all meetings of council are prepared and made public in compliance with the Procedures Bylaw which states in part:

  • The Administrator shall prepare official minutes of all council and ratepayers meetings and present them to council for approval at the next following regular meeting.
  • Minutes shall record the names of those members present at each meeting, motions or resolutions, actions of business conducted by council. Observations and opinions of members are not to be recorded.
  • Upon approval of the minutes by council, minutes shall be signed by the presiding officer of the meeting and the administrator.
  • A copy of the approved minutes shall be posted following approval.
